The Army expects that complete operating capability for Enterprise E mail users on the non-classified network or NIPRNet — previously planned for March 31 — will slip at least 45 days and possibly a lot more, officials mentioned.
The NDAA calls for the Secretary of the Army to designate its implementation of Joint Enterprise E mail as a formal acquisition system with the Army Acquisition Executive as the milestone decision authority — which is in progress. The Army is acquiring Joint Enterprise E mail as a service by way of an agreement with the Defense Info Systems Agency, or DISA.
“The Army is employing e mail services from the DoD private cloud instead of acquiring email from regional email servers at every single installation,” said Lt. Gen. Susan S. Lawrence, Army chief info officer/G-6.
Joint Enterprise E mail users with a Common Access Card can access e-mail from anywhere in DoD, and collaborate with any user worldwide via the DoD International Address List and enterprise calendar sharing.
“We are significantly improving capabilities and security, and simultaneously decreasing charges,” stated Lawrence.

The Army has projected $500 million in savings over five years.
The restrictions on migration pertain to the Army other organizations are not impacted. The Army will continue sustainment and maintenance of organizations and web-sites already migrated to Joint Enterprise E mail.

Per the NDAA, the Army can not use FY12 funds to begin migration of new organizations and installations to Joint Enterprise Email until 30 days after the report to Congress is delivered. The Army is preparing the report.

Migrations presently scheduled for January to March 2012 will be rescheduled, pending submission of a report to Congress by the Secretary of the Army. Organizing for NIPRNet Enterprise E-mail migration of nonetheless unscheduled Army organizations and activities with operationally-connected temporary extensions will continue, with migration targeted for the June 2012 to March 2013 timeframe, G-6 officials said.

Far more than 302,000 Army and Joint Service customers supported by the Army have already migrated — 44 percent of the March 31 target. The delay will impact about 234,000 Exchange users and 400,000 webmail-only customers. A revised NIPRNet Enterprise Email migration schedule is expected in early February, officials stated.
